What am I looking at?

I think it's the fact that they went to the trouble to put flimsy plastic cones out to cordon off an area that already has rather substantial steel bollards around it anyway.

They're installing the bollards to stop people parking on the pavement, where they've parked their van.

I am wondering how they plan on getting the van out of there.

Same way they got it in, I'm guessing. They didn't set up the installed (interior) set of barriers, so they must have had a way through them in the first place.

You've all completely missed the true nature of this joke. Bump the picture up to 300% and you'll see 'Cleaned by Stevie Wonder' on the side of it written in the dirt.

The problem is that if we can't see it in the picture we won't see it all pixelated at 300%... unless the Steve Wonder is the joke?
