Yeah, I re-worked the non-tactical battles from what is in the rules to a series of rounds to get more granular results. I need to add it to the rules but have not gotten to it.

Basically when we don't break down to player command each fleet trys to start either close or far away, depending on their cloaking tech and what would benefit them most. Then the forces close range based on how badly both want to get closer.

So a battle for one side will log like this.

Engagement History Result Damage Roll
1 Torpedo Exchange Defeat 96
2 Torpedo Exchange Defeat 94
3 Battle Defeat 98
4 Melee Defeat 33

Once it gets to the point where engagement is no longer practical someone either retreats or gets mopped up (the system has a flaw in that it uses percentages of your force lost, when your forces get too small they become nearly impossible to kill by dice rolls so I just call it off once it gets really lopsided). Each round results in Major Victory, Victory, Draw, Defeat, Major Defeat. The damage roll determines how much you were hurt and is modified by range and the battle result.

In the case of QonoS the fire on the base necessitated you return fire or lose the starbase, which was like 2/3rd of your firepower. By the time you got close enough to think about raming people your ranks were pretty badly shreded (like 2 out of every 3 ships were damaged or destroyed) and it just was not happening. They did not surrender, they just ceased to function as an organized unit.

So... the conclusion of the committee is "inconclusive"? There's not enough evidence to say that the Gorn High Command ordered the attacks, but also not enough to say they didn't?

pretty much, if this was a court of law you wouldn't be found guilty, but then you haven't assured us of your innocence.

It is just kind of the nature of the beast in the he said/she said type thing. Absent interrogating your whole government and military command structure you just can't ever say for sure.
