We obtained it directly through monitoring their internal communications. It was encrypted, though most of the gaps are due solely to signal interference.

Honestly, did you not hear what I said about being more persuasive when you're not insulting your audience's intelligence? The Obsidian Order is many things but so monumentally incompetent as to send something like this by subspace communications no matter how well encrypted? I realize that you have little experience in anything outside counting money but let me assure you, if the Union were to ever plot something such as this we wouldn't be so stupid as to broadcast it. They're called couriers. They're remarkably useful when you want information to only get to the person you intend to receive it.

If only it was broadcast over general subspace channels, we would have it all. This was received by us from an agent in your government. He monitored internal communications, not transmitted ones, and sent us this on a secure carrier wave. The signal was so weak that we could not get it all. He had instructions to return to us as soon as possible, but never arrived.

And considering the ease with which you were infiltrated, you Obsidian Order is rather hilarious. Though, we would not be surprised if it was simply because they were not looking for us at the time.

The Federation trust others can now see clearly why further negotiation between the various powers is likely useless at this time. As we have stated before the ceasefire should keep the peace for an infinite period of time. At such time the conditions of the two sides move closer together further discussions would be productive. Until then they are likely to just drive the two camps further apart.

The Klingon Empire wishes it known that, following the opening of dialogue with the Tholian Empire, we will be making a preliminary claim to a line of systems including 369, 511, 510, 509, 508; as well as all systems south of this "line" up till and including 417, 416 and 415. These systems are claimed in the name of both the Klingon and Tholian empires. Negotiations about their final sovereignty will be announced. Disputes are to be taken up with the High Council.

THE THOLIAN EMPIRE WISHES EXPRESS OUR GRATITUDE TO OUR KLINGON NEIGHBORS FOR THE CLAIM ON OUR BEHALF. OUR SUPSPACE RELAY NETWORK TEMPORARILY MALFUNCTIONED AND WE JUST MANAGED TO BRING IT BACK ON LINE NOW.

WE WILL ALSO BE MAKING A PRELIMINARY CLAIM TO SYSTEMS 418,419,420,422,AND 423 TO BE DISCUSSED.

To develop on the previous transmission, I have been authorized to lay down the official document of Klingon claims in the recently troubled region around the Former Hyllus territory. The area is divided into numerous sectors, as is our own personal space, which we will use for these claims.

Shon'ta sector

Claimed systems - 369, 508, 509, 510, 511, 512, 513, 514, 515, 516

These systems will be regarded as the territory of the Klingon Empire. Colonization efforts have yet to be discussed within the high Council, but they will soon begin. Incursions detected in this region will be considered an act of war.

Hyllus'zaa sector

Claimed systems - 517, 518, 408, 409, 410, 411, 412, 578

These systems will be regarded as the territory of the Klingon Empire. Colonization efforts have yet to be discussed within the high Council, but they will soon begin. Incursions detected in this region will be considered an act of war.

Quarantine Sectors - 519, 520, 521, 522, 523, 524, Hyllus system, 515, 526, 527

These sectors, due to the current self-annihilation conflict within the internal Hyllus chain of command, are under Imperial quarantine and transit by Imperial citizens or non-sanctioned Klingon craft is strictly prohibited. We will make further decisions on the Hyllus situation after the conflict has been concluded.

Ahel'sa sector

Claimed systems - 413, 414, 415, 416,417

Any disputes must be transmitted to the empire via official channels and will be discussed case by case.

If anyone wishes, we have an excess of around 2,100,000 Trade Units (TU) and a pair of unused trade routes available. Interested parties should contact the High Council, and we will obtain the necessary permissions from any races the route passes through.

The Federation disputes these claims and will not recognize them for the following reasons.

The Federation is willing and eager to discuss with the Tholian Assembly and the Jacorn Alliance a means by which all three powers can be assured of unimpeded rimward access for the purpose of exploration, expansion and growth.

The Federation believes the Cardassian claim to be in direct violation of its ceasefire obligation which specifically stated.
2. The Union agrees that its rimward (southern) border will be fixed along the current claim line for the period of this cease-fire.
This would clearly move sotherly the rimward claims of the Union and as such would be a direct violation of the cease-fire as signed. Additionally if Cardassian military forces were to leave Cardassian territory to enforce this claim they would violate the following clause as well.
All Union forces will withdrawl to within Cardassian borders.
The above being the case we do not recognize Cardassian claims and assume an error on their part as they would most assuredly not wish to violate the ceasefire that is keeping the peace between the Allies and themselves. We await an official correction of the Cardassian Union clarifying this statement. If the Union indeed looks to leave the cease fire accords then we ask them to give their 60-day written notice to the signatory powers as the agreement calls for.

The Federation looks forward to presumably productive three-party talks with the Tholians and Jacorn under the principal that all three powers should have unimpeded access to rimward expansion and exploration.

THE BOARDERS OF THE FEDERATION ARE CLOSED TO CARDASSIA, WE CAN UNDERSTAND THAT. CLAIMED BUT UNCOLONIZED SPACE IS OFF LIMITS AS WELL, WE CAN ACCEPT THAT AS WELL.

HOWEVER, THE FEDERATION HAS NO CLAIM ON NEUTREL SYSTEMS, AND OUR TWO POWERS ARE SIMPLY TRYING TO FIND A PEACEFUL SOLUTION TO TRADE THAT BOTH OUR GOVERNMENTS HAVE COME TO DEPEND ON.

THE THOLIAN EMPIRE HAS NOTHING WHATSOEVER TO DO WITH YOUR CEASEFIRE, AND HAVE LITTLE INTEREST IN THE CARDASSIAN/FERENGI CONFLICT. WE ARE NOT TRYING TO ESTABLISH A MILITARY PRESENCE BEYOND PROTECTING TRADE SHIPS, SO I WOULD ASK UNDER WHAT AUTHORITY YOUR GOVERNMENT FEELS ABLE TO OBJECT TO SO PEACEFUL AN ENDEVOR IN COMPLETELY NEUTREL SPACE. WE WOULD BE WILLING TO LET OTHER POWERS USE THE TRADE ROUTE AS WELL, AFTER ALL.

I believe the problem is not with you, simply the Union. I see little issue with Tholias endeavours, but The Cardassians are violating the agreement they themselves accepted. Is it right to throw out one agreement for another? I mean no disrespect, but I have to concur with the Federation.

The Federation is well aware that we have already extended an offer to repay the Ferengi loans. However if we are to repay the Ferengi we must have trade. To that end we have taken steps to secure a trade route. We have seen the folly in depending on another power to allow trade to travel through their space. The Federation has also seen fit to wage economic warfare on other powers by expanding their territory to force us to depend on their "benevolence" to let trade travel through their territory. They took steps to cut off trade between the Breen and Romulans and now they are taking steps to cut off trade between the Union and the Tholian Empire suddenly expanding into territory that has long lain fallow and expanding their borders into neutral space, for instance the corridor between the Ferengi Alliance and the Federation has gone from neutral space to being claimed by the Federation.

Rather than allow the Federation to continue expanding and further trying to dictate who may trade with who the Cardassian Union and Tholian Empire have claimed a region of space vital to our mutual interests. We are willing to discuss steps to preserve neutral corridors through this space so that actual exploration my continue rimward. The Jacorn Alliance can easily continue expanding to the rimward and spinward (S and SE). Our claims impact only a narrow window directly antispinward (W) for Jacorn expansion.

To reiterate, the claims stand in order to protect a trade route. We have made the offer to repay the Ferengi loans which the Federation knew prior to rambling on about the ceasefire. We are sending no military ships, for the moment, but we are dispatching peaceful exploration vessels. If the Federation actually wishes to normalize relations then we will normalize them.
