Here is how I see their invasion panning out:

Within a month of arriving in the Delta Quadrant, the Romulans construct colonies on the first suitable M-Class planet they come across (either by finding an uninhabited planet, or conquering the local civilization of an occupied planet). They build shipyards, communications arrays, science facilities (for testing new technologies and devising weaknesses in known enemy defenses). They can build their own weapons and grow their own food crops, among other things, at their colonies (I used plural, because one colony would not be sufficient for that many Romulan ships to base an invasion of an entire quadrant out of).

Each of their ships takes on only the bare requirement needed in crew compliment to keep their ships running, leaving the others to work on the colony, reproduce, etc. It would take many, many years at that pace to even come close to conquering the Delta Quadrant, but I believe they could do it.

Nice story Idea here. The remnants of the Romulan Fleet and all of the infrastructure that they can bring along goes through a stable wormhole sets up camp in the Trabe, Kazon, Ocampa and Talaxian systems and builds a new Romulan empire. Using the information freely given to the Federation from the Voyager missions in return for the help during the Dominion wars and as a way to stabilize a precarious situation. This would make an excellent book idea or perhaps a Star Trek Movie based around the Romulans.....

Why would SF hand over everything they learned from Voy to the RSE? That makes no sense what so ever.

Yeah, the deal was to turn over all info on the Dominion in exchange for the cloaking device. There was no mention of any other intel.

Even then, all the agreements went out the window when the war started and the Bajoran Wormhole was closed. Then the ShinKhan problem, the RSE/UFP Treaty ended. The UFP won't be giving the RSE anything.

After Romulus was destroyed maybe they will just go in and take the place or the Klingons will...

To me, the Romulans were just like the Cardassians but with better tech. Their resources always seemed stretched. Taking them over would more then likely cost more then it would gain. I'd just leave them there to starve out. A nice area of space where I don't have to worry to much about. Then I can expand elsewhere.

I think that would have been a problem that would have soon corrected itself. In fact, I've started a new thread in TNG to discuss that.
