Yeah well the Federation would rather take the possibility that a starship will get destroyed rather than the cetainty that a fighter will.
What does defeat mean to you?
Nothing it will never come. Death before defeat. I don’t bend or break. I end, if I meet a foe capable of it. Victory is in forcing the opponent to back down. I do not. There is no defeat.

I'd upgrade the Federation fleet, or the Cardassian.
The Federation fleet, needs more combat dedicated craft. less exploration based ones, with the dominion war, and the borg threat; it all needs to shift to the prometheus and sovereign type ships.
the cardassians need something far more powerful than the keldon, in Bridge Commander the Kobayashi Maru Mod, added a ship called the Hutet class. which was a batteship/super heavy cruiser.
and to combat it the federation gets the Excaliber class Starship, which is larger then anything starfleet had ever made.
The Romulans have the Norexan class ships, which are sleeker faster, more powerful versions of the D'deredix class. the romulans need more lower end ships. rather then their ultra powerful and expensive ships
The Klingons have a great varible fleet, from the tiny bird of prey and Kvort class, to the huge supership Negh'var.

Wouldnt the Neg'var be more of a battleship than a cruiser. It has quite a lot of armor for a trek ship.

This is what i think the klingons should do in line of your post 'Azrael'.
The B'rel is just old and needs to go out of service. Convoy service would be a good place to put them until you can build something better.
The K'Vort is just a newer model of BOP and so is still useful as a light cruiser. Good for hit & run attacks and supply line raids.
K'T'Inga's are, like the B'rel's, just old and should be phased out. But they could make good convoy ships, again just like the B'rel.
The Vor'cha should under go some heavy refit. Armor and weapons would be nice, but the must have would be SHIELDS! Klingon shields are junk and they need to fix this problem asap!
Now the Negh'var. She is a beautiful ship and should become a mass produced design. This is the first Klingon ship to have "Useful" shields. She is also the only ship design that the klingons have that can take on a dominion battlecruiser and win!
Much of the losses taken by the klingons during the war came from their lack of ships that were tough enough to take on the dominion's main line ship. Again, thats the Dom B.C. The klingon forces were out gunned and outnumbered. With no advantages on their side it was a failing war for them. The Negh'var represents a new growth for the klingon empire. A vessel that isn't truly up to standards next to the federation but is how ever a match even for the newest romulan design, the Norexan. Even though the klingons join the UFP, this isn't due to happen for a LONG TIME! So until then will need a ship to help protect their weakened boarders. With the romulans showing a new level of aggression and starfleet so busy cleaning up after the dominion war. The klingon empire may find its self alone if the romulans do launch an attack against them. The Norexan class has shown that the romulans are rebuilding and if this class is of any proof then that rebuild is now in full swing. This puts the klingons on the edge as they are 20 years from being a true superpower again, which makes them a target for anyone looking to put a cap on the once proud and powerful warrior race. By all figures the klingons built only ten Negh'var class ships during the two year war. So by the time they are ready to come back out to the main stage next to their federation friends and allies they should have built some where around a hundred such ships though they should be looking to double that if possible.
A new age fleet for the klingons should be built aroud a ratio of -
1 Negh'var per 2 or 3 Vor'chas.
Each Vor'cha should have a pair of K'vort escorts.
This would make a squadron of klingon ships 1 Negh'var, 3 Vor'cha, 6 K'vort plus any number of fighters they can bring with them.

You have to remember the Klingon mentality fits smaller ships. Personal honour is the most important to them and they gain that through combat. Giant ships like the Neg'Var have less honor and skill involved.
