Not giving her a commission was always something that bothered me. They handed them out to the Maquis, and they accepted them. With the ship becoming her collective I have a hard time seeing Seven not accept a commission, even a provisional one.

I think the big reasons are:

1) It would have required the writers to develop her character, even a little. Something they were loathe to do unless they could smash the big "Malfunctioning Borg Bits" reset button at the end of the episode and put her back in her box.
2) She would have had to have gotten out of the catsuits and into a standard uniform. While I enjoy watching Jeri Ryan wiggle around the set in a catsuit as much as the next straight guy or bi/les girl it was always hard to take her seriously as a character wearing something like that.

The fan boys might have cried but then you could have always exploited her in sweeps or something with a "Seven gets stuck in the holodeck on a topless beach" episode or something.

She was also the ships psychologist (leaving aside the idiocy of having the head of mental health a psychologist and not a psychiatrist), so I always assumed that she was trying to project a "friendly" image.

On Seven: I don't have much of a problem with her not being given an office, at least not too quickly. Something should have been mentioned about her being given an enlisted grade, though. As to the uni - I'm sure they could have made up some crap about some non-removable implants (no pun intended!) where the sun don't shine.

On Troi: one of my favorite TNG moments was when Jellico told her (I'm paraphrasing) that if she wants to be an officer on his ship - his bridge, no less - she better wear a friggin' uniform.

I can't remember what else she wore on the bridge save the catsuit in the first season, couldn't find a decent pic.

Well she had the skirt uniform in the pilot. Then hit the catsuits (I think there was two or three different ones) and the dress.
