Exactly. The only logical conclusion is that it does have warp drive. Unless you want to pretend that the RSE contains all of two planets (which we know isn't true).

Following that train of thought, I suppose it COULD have used something like a warp booster (i.e. Main Rocket Boosters that launch our shuttles into space) or even some type of warp sled tech.

Then why wouldn't they just send the larger, more powerful ship to deal with the issue; or if it wasn't capable, just build larger, FTL-capable ships?

Its possible but not very likely. The Romulan BoP most likely had a warp drive but couldn't use it so long as it was cloaked. Since dropping cloak would mean using their shields against the E-O and we know how poor Romulan shields are. They may have hoped to defeat or escape the Enterprise.
