But standard shields stop transport. And for that shield to randomly have the right frequency would be a much to believe.

I think I know what you're trying to say, but the Borg sheilds seem to operate on as few frequencys that they have to. Probably to conserve energy or something. So, if the Transporter doesn't use the same frequency as the beam weapons it shouldn't be a problem. Well, the Equinox started off with 80 I think. However for basic operations I'd guess maybe 10 or 15. How many crew do you think you'd need to run a Nova-class optimally?
Well, Voyager flew with minimal crew, while heavily damaged in Year of Hell. So I think at least 5 per shift for basic operations. Maybe 10 at most per shift. Yeah, that sounds about right. I guess I'd stick with my original choice for a Runabout.
