Look at it this way, in Beta I was well aware that Nick as the Romulans was telling the truth in regard to almost everything. He is a nice guy. He is not likely preparing a flotila of thaloron equipped cloaked ships to wipe out the UFP. But it was useful to me to portray it that way. Every comment he made that could be twisted I would twist because it suited my purpose at the time.
This is no different really. If one wishes to be offended by diplomatic communication it is easy to find a way to be offended and make a stink of it. It does not mean people are dumb or don't understand because it is not a debate about who is right or wrong.
A lot of people in the game get hung up on who did what, or who said what or so on. Those really are not the answers you are looking for. It should be A) What do I want to happen and B) How do I use/twist/lie/extort that out of the present circumstances.
Think back on the situation with the cloaking device sold by the FKI. People were concerened about which power the cloak was actually from. When it got blown up everyone should have started lying. If it suite your purposes to have it be a Klingon cloak then that is what it should have been. Same thing if it suited your purposes for it to be a Romulan cloak. Or a Federation Cloak. Or a Cardassian Cloak.
Of the list of 100 things that matter the Truth is about 75th on most things here. Its the great game of international affairs, it is about taking what happened and turning it to your advantage. Nothing more.
