You mean a TNG+ era type II? I suppose... I always imagined that there was some sort of biometric disabler, but then again this is UFP design we're discussing.

I seem to recall reading somewhere (not sure where, it was a long time ago), that the nemesis phasers/phaser rifles were intended to have some sort of IFF function to prevent them from firing at SF personnel.
