I have been selected to Speak for the Breen.

We fully admit to killing the Cardassian "ambassadors" they were not welcome on our worlds. Any Cardassian who sets foot on Breen Soil will be seen as an invader and treated so. We will not denounce this action as you wish. We will endorse it and continue it for as long as we live.

As for your most recent complaint I do not know what you are talking about. There is no Breen Insurgency as you claim, nor would any Breen stoop to such cowardly actions as you claim. If we wished to terrorize you, believe me we would have openly slammed our freighter into your homeworld.

If any other being wishes to speak to my people you may do so privately, but we will no longer discuss anything with the Spoon-headed Traitors.

The Romulan Star Empire wishes to welcome our neighbors the Hyllus Confederacy to the interstellar stage. We hope they will make the most of it.

Also, the Romulan Star Empire would like to announce its withdrawal from the interstellar stage. In only a few short decades it seems the Federation and the Klingons have forgotten our joint efforts in the Dominion War. The Klingons and Federation do not hold a monopoly on suffering, as they seem to think. The past 25 years have seen the assassination of the Senate and the rise and demise of the false-praetor Shinzon, from which the Romulan Star Empire has yet to recover. Yet, rather than offer assistance or aid as the Federation would to help their enemies rebuild, we receive nothing but threats and intimidation. We have no desire to participate any longer in the hypocrisy of interstellar negotiations. As of this moment, the Romulan Star Empire is closing its borders and recalling its ambassadors from worlds where we still have consulates.

The Federation wishes to call once again on the Breen to stand down from such actions as they have recently been taking against the Cardassian Union. Open warfare and defiance are one thing but the abuse of properly flagged trade ships threatens the stability of the whole region. If such attacks do not cease immediately we will be forced to take more stringent action against the Breen freighters and their origin worlds than we have to this point to protect the rights of other traders in the region.

Any attack originating from Breen space on a Breen flagged freighter may well be considered an attack by that world and its government. We implore you not to make other civilized powers take more stringent action against your worlds.

Unless there is any additional comment on the terms the Cardassian Union would like to formally circulate the non-proliferation treaty for signatures. Contact us on a private channel with your confirmation.
Dorvan Non-Proliferation Treaty

1. This treaty exists to reduce the threat of the use of weapons of mass destruction by limiting their spread.

2. Weapons of Mass Destruction are defined as weapons that can destroy planets or stars in their entirety, who have the power to destroy all sapient life upon a planet, or can render subspace impassible. Weapons that will be covered in these treaty are, but are not limited to, directed radiation weapons such as tholaron radiation emitters, trilithium based weapons, subspace weapons, forced terraforming weapons (Genesis devices), biological weapons, and chemical weapons. These article may be amended to include new classes of weapons with the consent of all signatories.
a. Tri-Cobalt devices are excluded from this treaty.

3. In order to halt the spread of these weapons the signatories of this treaty agree to neither sell nor purchase any weapons of mass destruction or the technology to construct or research them to or from any other entity be it a nation state, organization, or individual be they a signatory of this treaty or not.

4. If any attempt is made or offer received to sell or purchase these weapons by or to a signatory the signatory shall publicly disclose the event as well as the parties involved immediately.

5. To enforce this treaty the signatories shall reserve the right to search any foreign ship be it trade, warship, or private, of another nation that crosses into its territory. They may use whatever means they deem appropriate to conduct the search. The force used to enact a search should be proportional. Signatories do not have the right to conduct searches or scans on vessels inside another nation's territory.

6. If the transfer of banned weapons or technology is discovered the signatories may elect to refer the violation to the larger treaty body as a whole for collective discussion or intervention but the treaty will in no way bind signatories to courses of action they do not endorse or to discussion with the full treaty body. The treaty will not impede the signatories rights as sovereign powers to protect their nations. Additionally nothing in this treaty binds any signatory to either implicitly or explicitly support a course of action taken by one power against another for accused violations of this treaty.

7. Signatories of this treaty may withdraw at any time with public notice of their intentions.

The Ferengi Alliance would like to sign this treaty as well. Dealing in the mentioned weapons has no real benefit for us. They tend to kill to many costumers.

We would inquire if the Tholian Empire, Romulan Empire, Jacorn Alliance, or Hyllus Confederacy intend to sign the non-proliferation treaty or should we consider the matter closed with the current signatories?

The Federation would like to call for a summit on the Breen situation among the regional powers. We would ask all regional powers to attend so that we can collectively determine the facts of the situation at present and then work constructively as a group towards a long-term resolution designed to minimize the violence. While we have a somewhat favorable relationship with the Breen we would hope that the presence of other regional powers would compel the leaders of the various worlds to the bargining table.

We would like to be part of such a summit. The Breen situation has made many of our investors cautious. Bad for business.
