ADMIN NOTE:

As an FYI I interpret a measure of the size of the force to be its combat power. This is the simplest way for me to rate such things. Anything else will take too much hand calculation. I will calculate the voting ratios whenever you guys go to vote on this thing if it goes into force as the rep of some unnamed neutral third party.

Before we contribute a force of ships: would it be acceptable for the ships involved, likely 100 D'Deridex class warbirds (we do not want the Borg to get their hands on our new ships), to have cloaking devices installed and active? We need to know because the refit process would take a bit.
We are not militarily strong, but stronger than some. We are willing to help, but as a whole, we are hesitant.

I personally would agree to this, but my military leaders are not so trusting. I am in the process of coming to a compromise with them.

I don't see any problem with them having cloaks considering that we know those ships are still equipped with them.

We have some concerns about this force matching claus. Its not uncommon knowledge that the Cardassian Union has not restored its previous navel strength to pre Dominion war numbers, and at this time we simply cannot afford to match fleet numbers for such a defense force as could Starfleet or the Klingons. We will certainly dedicate a proportionate number of ships to this endevor, but we simply cannot match ship for ship. Would this make us junior members or second class allies?

We Cardassians proposed this measure in good faith to defend the Alpha Quadrant against a Borg incursion, because lets be honest....most of us realize the Borg aren't on a quest for galactic domination, but galactic absorption. I doubt anyone would care to live out their lives as a drone. We of Cardassia don't know how the rest of you feel but we more or less believe that some effort should be made to stave off the end of life as we know it. Peoples confidence in their governments erodes if we allow the galaxy to come to an end every week or so. We do not want to see this mutual defense pact become a platform for infighting and politics.

Also, as its been acknowledged that the Federation holds claim to the wormhole itself, and we feel that it be a Starfleet commander to take responsibility for commanding the fleet action should one ever arise. After all, Starfleet DOES have the most experience in fighting the Borg, with a degree of success.

There is no force matching clause, only what each party can spare.

If there are no further objections, I suggest we begin our announcement of forces so we can proceed with the vote and defense of the wormhole this year.

I will give an hour (a day real time) for anyone else to object then I think we should keep moving forward.

I'll take the silence so far as meaning no one has any modifications they would like to make, here is the version we have modified:
Anti-Borg Treaty wrote:The signers of this treaty do hereby acknowledge these three truths: The Borg represent a major threat to the sovereignty of all parties, all parties wish to take measures to ensure their safety against this threat, and all parties recognize the benefits of cooperating to achieve these aims.

In light of this we agree to establish a force that will respond to all threats against the Borg stationed at the Clok'cha system and will operate no more than three light years from either terminus of the wormhole, unless engaging the Borg from within the aforementioned territory. The forces assigned to the Joing Borg Task Force (JBTF) require six months of warning before entering or exiting the Task force at the Command Area so the Commander of the JBTF can make arrangements to include or exclude the ships involved. The Commander of these Forces will be selected by the power of the forces submitted by each party. Each power shall receive votes commensurate with the strength of their commitment on a one vote per combat point committed basis. The Commander will remain in power for a minimum of six months and a maximum of two years before another vote will be called. Once appointed the Commander will choose two Executive Officers to serve under him and regulate the running of the operation on both sides of the wormhole. No one party shall be allowed to be represented twice in any of these positions. At no time will the Commander of the force be allowed to any information on the ships under his command which are not directly pertinent to his function of regulating the force.

Additionally, any attack by the Borg which does not originate in the Clok'Cha system will be discussed by the leaders of the parties involved and an action decided upon. Any aggression from a Delta Quadrant race that is NOT the Borg will be discussed by the leaders of the parties involved and an action decided upon.
I do wish to continue this meeting, so I implore everyone to agree to this treaty so that we may start the transfer of forces to the wormhole, and the selection of the first Commander for these forces.

We have no argument with the wording of the document. We will sign.

As for ship donation, we will donate 100 D'Deridex Warbirds at the time of formation of the fleet, and add more ships if the Borg do enter through the wormhole.

The Gorn will also sign. Our commitment is the task force we originally dispatched for wormhole security -- 3 battleships, 5 cruisers, 13 destroyers.

The Federation will commit the forces it already has stationed at the wormhole: 176 Defiant Class Ships, 108 Prometheus Class Ships, 60 Sovereign Class Vessels, and 24 Alliance Class Vessels

The Tholian Alliance is also pleased with the agreement. Sign us up. As for ships, we will give 5 Excelsior Mk1 class ships, 50 Tur'Loc class ships, 100 Oberth class ships, and 200 Tholain Attack ships.

I believe that everyone has signed and committed ships but the Breen. We should keep this going so we may employ this measure as soon as possible
