Even if this has a perfectly canonical explanation, it strongly supports my idea that Voyager's premise was a dead hook all along - they all knew it would be just another TNG (but worse) and they only had the Delta Quadrant thing to make it sounds exciting and avoiding being in DS9's shadow.
I think the various attempts to disavow DS9 and its AQ canon we see in Voyager and Nemesis was really the last straw for mainstream Trek IMO.
Just how did Voyager come up with the extra torps?
