nah...force lance is cooler IMO. It's got the shooting setting, and can turn into a quarter staff for close range combat. That's cooler then either the Phaser or the usual choice for 'cool' weapons the lightsaber. Seeing the Romulan's side of the conflict is not plot? Of course it is! And if you are talking plot, then look at the motivation for the conflict; The Romulans have appeared for the first time in some eighty years. Does Enterprise dare attack a ship with seemingly invincible weapons? Or do they dare let it escape across the Neutral Zone to report victories against the Federation? Does Kirk dare take action without word from Starfleet first?
