I thought "double tap" referred to a style of trigger pull.

Instead by the general environment created a harassing nature can be created. The idea would be in this case that Mark's misconstrued comments could create the feeling that the men in the office only see the women as potential conquests.
When it comes to business today a company has to do things like that. If they did nothing, just blow it off or tell the woman she was imagining things and to lighten up they could get in trouble on down the road. If the woman sues and brings up this incident the company will have to explain why it didn't take any action and dismissed a sexual harassment claim out of hand.
Don't get me wrong, I'm not blaming the company. As easy as it is to get sued these days, of course they had to do something to cover their ass. I think the fact that it was an unoffical reprimand says it all, they didn't want to make an issue of it, but they wanted to make sure they could say "We did something."
While I can certainly understand the whole idea behind the hostile work enviroment thing, two guys having a private conversation does not make a hostile work enviroment. Especially as they weren't even discussing anything inappropriate. What about Mark's feelings? What kind of enviroment is it going to be for him if he has to worry about getting called to HR anytime he opens his mouth, regardless of the topic? He was talking about a hobby and he gets a slap on the wrist for borderline sexual harrasement because one woman completely misunderstood a conversation she was not part of and likely only heard a small snippet of?
It's not right. I agree that these kind of laws have their place, and they are good in princible, but this kind of exicution of them is absurd. Instead of giving Mark a reprimand, unoffical or not, they should have bothered to get the story from both sides, at which they could have realized, "Whoops, misunderstanding." Tell Mark sorry to waste your time, tell the janitor lady what was really going on, and set things to rest.
Instead Mark gets told "bad boy, don't do that," and the janitor is probably now going to look at Mark like he's a pervert because she doesn't know any better.

Well, you could always claim sexual harassment right back, she was looking at me weirdly, I misconstrued it... Sorry, I'm overly hateful of people like that that flip out about everything.

My advice would be to just go up to her and explain what happened in a polite fashion. Just tell her that you were talking about shooting, and not about women and that you weren't intending to offend her.
You shouldn't
have to, but it's best to try and kill the feeling now while it's fresh. If she goes away thinking "that guy got what he deserved" then the next time she mistakes your words she's going to have another chat with HR. If you explain to her what happened then she may be less likely to complain after hearing a few words of a conversation.

If you do, though, make sure you do it from about 5 feet away, in a public area with lots of reliable witnesses.

I hate it when girls who talk to you annanamously will act like they like you but once you actually talk to them in person they want nothing to do with you because your just that guy.
Long story short, on fb there is this stupid annonamous posting thing, so I get bored and go on there and say cute things, and they act like they love it, but when I go up to them and tell them in person things like you look nice today or something similar they get all freaked out like your stalking them.
And yet I can't help being polite, so I say these things anyway. Thus I get weird looks.
Also, why do girls give you superbly disdainful looks if they think your looking at their butt when they wear jeans that pretty much make it known how much you want everyone to look at it. It's even worse when they asume you are because your looking in their general direction and not looking at their face. And if your looking at their face your creepy stalked and staring instantly.
Girls are just so freakin stupid sometimes.

Fixed it for ya.
Women over 40 are much better about those issues.
Until then, men can't possibly be right about anything.

Yeah, and the fact of the matter was, there was a girl I liked, so I did shit for her, hell, I got her a working phone to use for free. But she just can't seem to recognize that I'm not just trying to get in her pants. Like she pays me no attention, and when she does she acts like i'm the scum of the earth.
It's just so so annoying, like seriously, your friends hate me, I get it, so don't be like them. Because I'm never an asshole to anyone, I figure I should at least get the same decenscy back. What a fool I am.

Dude...these are teenage girls. I once got dumped by a girl named Shelly because I didn't slap her around and put her in her place.
The funny part is, when they hit their late 20's or early 30's they'll be LOOKING for a guy like you, and they'll all be gone.

Yeah, because the older girls get to us first, when they're smart... Girls are so,
