Spock Prime could try to make this universe progress more like the one he comes from, or he might try to get back to his universe, but he can't "restore" the timeline.
The original timeline hasn't changed at all. Picard, Worf, etc are all still there in the post Nemesis 24th century, which has recently lost Romulus, and is likely going through a major political shakeup.
This is a separate, parallel universe, possibly created by Nero's time-travel. People say things like "restore the timeline" or "they've made the rest of Trek irrelevant!" without grasping that all the other stuff is still canon, and the new movie(s) is(will be) set in an alternate (or parallel, or whatever semantics you want to use) universe.
