It's a possible explanation for their PT's... a more likely one is simple reverse engineering of a captured one, or simple detailed analysis. As to their power generation, we have no idea if they used M/AM reactors prior to their use of singularities. Finally, the Kennedys' reports of relative strengths is a great work of fiction, but non-canonical.

That's why I said DITL-canon ^^
I easily see the Klingon Empire following the exemple of USSR after Praxis, selling weapons to anyone who wants it except Romulans, who had access to the technology from 2267 to 2293.
Which could have greatly helped Cardassians who conquered a vast territory and fought the Federation so well there was no clear winner and an exchange of planets leading to the birth of the Maquis despite being known as a poor nation compared to others.
