That almost sounds like the federation, however it sounds like what Dukat often said on DS9 so I think the Cardassians (maybe even the Dominion)

Or if we go the B5 route, the Centuri (Lando often had that spin on his peoples occupation of Narn)

A real party guy, he just wants to make people laugh, but is constantly being picked on by a humorless thug, who beats him up just about every time they meet, even in front of his loving and devoted girlfriend. Despite this antagonism and the way the local police ignore the thug's violent behavior, he maintains his efforts to be the life of the party, and hopes one day to share a laugh with his tormentor.

This poor fellow didn't have much. He was scarred both physically and mentally, although he did live beneath a huge house. He had one thing to give to the woman he loved. His music. She took it, made herself famous, ran off with another man who tried to kill him, and finally tried to have him mobbed.

A skilled sorcerer/priest who attempts to use his magical might to drive off powerful alien invaders that are trying to take control of his home world after their own was destroyed. Despite his efforts though the alien menace continues to gather power, and even being granted the power of his gods only barely allows him to break even with them as they continue to gain influence with the local powers. He even has to content with the alien leader defying the very temple of his religion, but never does his determination falter.
