But then at the same time, phasers shouldn't really have worked either. Wouldn't it have been almost certain that the Borg had encountered tech close enough to have already adapted?

One should guess that M/AM explosives is pretty common, as to pure energy weapon vary a great deal between civilisations. Pretty solid point. Matter/Antimatter reactions seem to be fairly common as a source of energy in Trek. There are some like the Romulan's artificial singularities or that Delta quadrant race's polaric energy but M/AM seems to be the default. The torps could have detonated against heavy shields, and the phasers were slightly different enough to get through.
