I figured it was evolution at work. Without Pon Farr, Vulcans would have no reason to reproduce, as sex is "illogical". Romulans on the other hand, strike me as having a hidden degree of debauchary (just because they are so strongly based on Rome)

Since the Romulans are often described as the polar opposite to the Vulcans, existing a lot by flying on the seat of their emotions, I wouldn't be surprised if Sex is quite a common thing on Romulus. Just my impression.

I've got to disagree.
The number of Romulans to Vulcans seems to be quite a large difference. The Vulcans have their own planet, and are spread out across the Federation. The Romulans completely crew ALL their own Starships, populate MOST of, if not all of their main worlds, (the only point that we've seen to dispute that is the Remans, who are a subjagated people with still yet a Romulan presence), and seem to serve in every major arena we've ever seen in the Empire.

Yeah they would need to reproduce like rabbits to maintain a mono race Empire that could threaten the Federation.
I figure that while yes they man their own ships, but they could have slave planets or even partner planets to produce the resources they need. I also figure they have been spacefaring a while now.
This can be applied to the Klingons too.

As to reproduction, it might be a mentality. Humanity has what we see as an "upstanding" opinion of sexual relationships (mostly in committed relationships, outside is frowned upon although never stops people ). The Romulans might have an entirely more open view of sexual relations. Obviously it would be risky with Sexually Transmitted Infections (Somehow STD sounds better than STI, but there you have it), but it is possible that the Romulans are not plagued with them for whatever reason.

That sounds like a good idea. But I just can't see the Romulans doing that for some reason.

Depends how you look at them. If they are at all like the Romans they are based on then they would likely have a very..flexible attitude to sex. However, I can see where some may not see it.

But unless there is some information we are fundimentally lacking about Romulan reproduction, that wouldn't provide a crew for their ships.
