So one keeps you on the deck and the other in one place and in one piece. Turn off gravity and the IDF keeps you intact but free floating

Basically the IDF attempt to keep you stationary relative to the ship (ignoring your own desired movement). It does not keep you on the floor. Thats what grav plaiting is for.

If there are permanent personnel postings in the deflector of a Steamrunner-class, there could definitely be a way to get to the nacelles of a GCS...

From what I've ever read, there is a control room for the deflector in a Steamrunner...

I don't think there's any canon for anything at all about the interior of a Steamrunner-class.
