Could be the issue never arose until someone tried to take him apart - something that no other Starfleet officer would have submit to. Racist Doctors aside, he was probably just treated the same as everybody else upto that point.

And is there a regulation against being an asshole? Her attitude never effected anybody else, and she wasn't insubordinante so..................

Hey, as long as she follows regs, and is good at her job............her "assholery" is likely left alone in that wonderful age of tolerance and acceptance. After all, Starfleet embraces nude weddings, uniform alterations, unauthorized weapons, and so personal freedom to be a bitch should be a given.
