Wasn't he dismantled and packed up at the end of 'Descent'?
You know, it wouldn't surprise me if Brent Spiner had something to do with the onscreen death of Data. I'm sure I read somewhere at the time that he though he 'shouldn't play Data anymore' presumably because he was too old to play a character that shouldn't have aged

It would be easy to do. Packed up and put into storage at the end of Descent. Left behind on the E-D's saucer when it crashlanded - easy enough to miss something amongst that salvage effort. Remans come along later and look for anything interesting in the wreck, find Lore's parts. Voila.

Since Countdown isn't cannon anyway, I'm not going to give it the slightest thought. Give me ten minutes, and I'll give you a story to resurrect Khan. Or make Harry Mudd the new Federation President.
We have an author that was a fan of Data who used his pen to revive his favorite character.

Wow...interesting take! Although, in his quest to be more human, he could add a few wrinkles (and pounds) every few years, just to keep up with his shipmates...

I actually read somewhere (the intro to the novelisation of
Nemesis, by John Logan), that it in fact
was Brent Spiner who in fact suggested "Let's have Data die" for the reasons mentioned above.
