Ahh....would these be 40k imperium vessels? or am i just making a completely blind assumption.

Well, there's nothing in 40K called an Imperial Light Cruiser, unless he means one of the light cruiser classes (Dauntless, Endeavour, etc). And there's definitely nothing called a Congress class.
