But I don't think the writers ever really intended these folks to be more than 1D at best. You're looking at hired thugs, but imagine an army full of these men!

They would be impressive, certainly. But to be great, they would need a leader of strength, charisma, and vision. Like Khan.

I'm not sure. There was already a template for augmented humans, and they were definitely deeper. Even the underlings from "Space Seed"/TWOK had dimension.

Exactly. These guys were pretty much pathetic compared to Khan's group.

In there defense though, Khan and his crew were the real deal. The WERE the tyrants of the Eugenics Wars. The Augments were hatched by Soong, raised on a planet, captured a ship, and had a go. They were sorely lacking practical experience.
