The Cardassian frieghter is probably the one sending the distress signal. Just because it's of Cardassian origin doesn't mean the crew is Cardassian though.

whoever the highest bidder is, although M'Real probably won't care, as she wrote it in a way that only her mother would understand not to send classified information to her through the ship's ligitiment systems.

The Admiral is M'Real's mother? Boy, Rochey's going to have a field day if he finds that out. If she gets any special treatment on the ship, and he finds out that little bit of info, he'll be shrieking "nepotism!" to the whole ship.

Any ideas as to who attacked the Minnow Pond? Depending on the timeframe, if it was a recent attack it would have to be some form of stealth capable vessel because of the power of the Daystrome's sensors...But if it happened a while ago it could be anyone.

So....Stealthy - narrows it to Klingons or Romulans...or the mysterious ship...or The Pride....however unlikely the latter might be.
Non - Stealthy - Pretty much any damned person anywhere

Well we're right in the middle of Tholian space, so I'd say there's a very high probability that they did it.
I can't see the Klingons or Romulans sticking around in the middle of a very territorial and aggresive nation and preying on passing ships. There're far easier places to do such piracy from.
As for the Pride, isn't this just a few days after Blackstar was "killed"? There's hardly enough time for hir to get hir ship, grab the crew, and then catch up with the Daystrom again. Pluss, isn't shi going after Kortaga?

So...
It's difficult to say...perhaps a Klingon or Romulan vessel could escape quickly...but not very well with a Tholian warcruiser on their heels.
So it could have been Pirates?

A pirate force is the most likely candidate.
The Tholian Assembly has nothing to gain by shooting down freighters coming into their territory, so we can rule them out.
The Klingon and Romulan empires similarly have nothing to gain, but a lot to lose. If it was discovered they were deploying ships into Tholian space and shooting down civilian craft, it could lead to a war.
The Federation we can rule out for obvious reasons.
The Cardasians are unlikely to have the strength and technology to engage in such an operation and remain undetected, and they face the same problems the Romulans and Klingons do, except the Assembly would probably be even more likely to go to war with the Cardassians, due to their weakened state. So they're out of the picture also.
The Dominion can also be ruled out. They have nothing to gain, and the Tholians didn't do anything to them.
The Breen, Gorn and other minor factions in the AQ face much the same problems as the Cardassians.
It quite clearly isn't the Borg, or Species 8472.

So, a pirate force. But who'd be stupid enough to engage in piracy in one of the most aggresive and territorial empires in the AQ, run by a race who have a habit for blowing up ships the moment they cross their borders? That isn't good for business, there's far easier places out there to engage in piracy in.
So, if it's pirates, then they're either;
1) Powerful enough to remain in the area.
2) A relatively new group who haven't come to the Assembly's attention yet.
3) Run by someone who knows a lot about how to dodge Tholian ships and patrols.
4) A group that's sanctioned by the Assembly, and allowed to remain there.
