it's the establishment of the colony that costs so much, not just getting it into your Empire/Union/Government.

No doubt it also takes a long time before the colonization effort begins posting a profit, meaning its definitely a long long term investment.

I hope BIG doesn't mind me sharing this with everyone,
The colony set up is split into 3 stages of 5 years each so you pay to set up the colony for 15 years before it can operate without help from the government. What you pay will vary by stage, but it can be quite expensive.

Yes, it helps to not think of this as a "colony" in the way you see on the series where it often times is just a place for a few people that want to get away to live.
These are much more along the lines of a fully supported and eventually fully industrialized world. The goal being after 20 years that it operates as any of your other minor world would by being a net positive contributor to your economic system. You don't need to build a colonial fleet or any of that. It is just an expense that keeps occuring for nearly 20 years at different levels, depending on how far along you are in the development cycle.
You can think of that money as being spent however you want really. It would go to all sorts of things but mostly ships of supplies and equipment to make the world self supporting.
The little podunk Indian colonies with 25,000 people are so small as to not matter in the grand scheme of things.

The chances of finding useful stuff are pretty long.
Usually you can count on 1 encounter for every 100 ships. Then you have about a 5% chance of that being something that impacts you on the national level.

Big, you know, that seems like EXTREMELY long odds when it comes to finding something. If space was REALLY that empty (relatively speaking of course), the odds on Trek finding a new planet every week would be non existent.

They were non-existant odds, it just happened anyway.

You are looking at two different things Mark.
What we are tracking is how often something is found that would get attention from the President level leadership of an interstellar power. The Ent-D found a lot of stuff. A huge majority of it would not matter at all to powers that be. The fact that they had First Contact with the Edo and Wesley almost got killed for it would not even make it all the way to the top of Starfleet, let alone to the president.
What we are after with those numbers are events that are big enough that they impact a very large power in a major way. Finding a colony of a few thousands does not matter. Unless its tens of millions it won't impact you at all. Those kinds of finds were pretty rare on the show.
