True, but you're going to run into the fact that I'd want the shuttle returned to a pile of spare parts. And knowing that you're planning something with it would probably make it even more likely that the Commander would get it torn apart by the hanger crew.
And she isn't really gunning for Rochey. He just won't sit down and talk to her, which makes her suspicious and annoyed with him. The ironic thing is he actually has nothing to worry about.
True, but your actions so far have made him think that you're trying to nail him with something. Hence his constant ducking her appointments and generaly trying to annoy her and observe her. You've put him on the defensive, and he's going to run you into the ground should you not attempt to warm relations with him. He thinks you're an enemy, and he's going to do everything in his power to take you down before you do something to him.

Of course, warming relations is probably going to be quite hard. M'Real already has a rather severe dislike of him due to their last encounter, and he's probably going to see most offers of friendship (such as offering him the codes to your message) as some sort of trick. You've got one hell of a job cut out for you.

Also, he's going to try and get restrictions placed on your activities and your clearance on the ship. Of course, he's not going to get those straight off, the Captain would be dead set against it. However, every time you flaunt the rules or do something he doesn't aprove of, he's going to spin it to the Captain to make it look like you're a serious threat. Since he's not exactly going to say it right in front of her, M'Real is going to have no idea that he's doing this, until he builds up enough of a case that the Captain capitulates and let's Rochey place heavy (and I mean heavy) restrictions on her. So you'd better keep that in mind every time you try to do something that bends the rules, he's going to be watching you for every slip up you make.

Basicaly, unless you want life on the ship to become quite difficult for you, you'll need to get him off your back, ASAP.

You'll probably need to go through me to get permission to continue construction, though. And you'll have to have a hell of a good reason for me to let you.

However, every time you flaunt the rules
Sure but when he does it he expects everyone to follow his orders.

Technicaly, he hasn't actualy broken any rules. Everything he's done has been completely legal. Technicaly.
As a matter of fact, I've been quite careful to make sure he doesn't break any rules. Partly because that's part of his personality, that he keeps to the rules, and partly because he can't afford to allow anyone to nail him with any violations, and he knows it.

So....M'Real is going suicidal on the holodeck? That's what I gathered from playing Kobiyash Maru (or whatever) with the safeties off.

Either that or she's that confident.

A bit overly confident in that case. I'm assuming from the post that she hasn't grasped the fact that it's a no win situation?

Or she is suicidal and you pushed her over the edge. Cat killer.

And if you managed to decode that transmission, the Commander may be quite grateful for you informing him of what it was.
Minnsky would never talk to a tholian unless he had to, he is too afraid that he could be taken as Xene. He would however consider Mikey as a contact. OR
he will do what im going to post tomorrow.
Also, as i havnt gotten a bio on the Adm, i have made one, i just have to rigth it out. i think that it will work out very well for all parties.

There are probably a few things I need to PM you about before you get too far on that.

I'll bet. And I'm guessing that Rochey will have to be the one to post the staff meeting, but I will need to ask him for an opening either in themeeting or in private with him directly afterward in order to share my twisted little plan with him...

Hmmm... new thought: if M'real is in fact interested in Minnsky's research, there will be some more fireworks to see. I had given him my word that his research would be protected...

Extended History:
Born to an Admiral, Norington was brought up in Starfleet and was expected to serve as well. She was please to join Starfleet and insisted that she did not receive any special treatment. Fresh out the academy she served on the Gallager. Her father insisted that she should get assigned to a better ship. But she refused to not follow the normal path of an officer. After her time on Gallager she was promoted and requested assignment to a scouting ship on the Romulan border. This move was considered on many levels a step back in the walk to captaincy and it drove a wedge between herself and her father. The Carpathia was a tough ship to serve on. Small and cramped the crew had to fight off insanity while simultaneously fighting off ship failures. The crew gave her the name "the Negotiator" as she was able to talk many crew men down from there insanity before they harmed them self's or others. Dew to her skills she slowly was promoted until she became first officer. When the opportunity to command came she took it without hesitation. As her time as captain she was placed on the top of the list for Ambassadorial missions and was quite successful. On 2353 she was offered a position at the Academy but turned it down for a mission to the Tholians who had just opened the doors for communication. It was on her way to this mission that she adopted M'Real. Shortly after her promotion to Rear Admiral she adopted an other Caitian, Blackstar. The events surrounding the adoption are classified. Her work the with Tholians was suddenly terminated when she tried to expose what she called 'the Tholian Mafia'. Her statements and actions infuriated the Tholians and they closed there doors. In disgrace Norington returned home. She was unable to prove her allegations and feared that her command would be revoked. Her command was revoked but in a deal her father suggested she was promoted and stayed on earth. Her has since then been split between her children and teaching at the academy.
Whatda say? does it work?
