Pfft. Rochey's far too paranoid to fall for something like that. There's no immediate benefits, save gaining access to the message you sent. But the fact that you offered to give the code to him would alert him to the fact that you don't care whether the message is read, and thus is inconsequential.
So, the only possible benefit is the very slight possibility of getting an ally in Inteligence. Granted, that'd be something he'd find pretty handy, but he certainly won't trust you as far as he can throw you.
Basicaly, you can just expect him to laugh at your offers.

Well if he is that paranoid, he'll let her think he's her 'friend'(I'm using the term loosly) to make it less likely for her to take action against him. And you've got to build trust from the ground up. He'll also want to reduce her suspicions of him.

Why? He knows it's worthless, else you wouldn't have offered so freely to give him the codes for it. He knew you wouldn't let him in on anything important, and he'd only get the codes after you got into the meeting, or on the condition that you get into the meeting. Letting you into the meeting about the Comms is pretty much the last thing he wants now, and Rochey was the only way to get into the meeting.
Also, it's pretty obvious that you wouldn't use that code for anything important (you said that yourself) so he'd be gaining precisely nothing except abating his curiosity about the message you sent. Anyway, a few days of decryption from Security will let him know what the message was, so it's nothing he couldn't get in the first place.

Well she said it was to her mother, she said her mother is in SF Intelligence. And that means her mother has a higher rank. Which would make M'Real a more valuable source of information, among other things.

True, but:
A) It was clear the message was worthless.
B) It was clear that even if you did give him the code, it'd be useless after decoding that one, similarly useless message.
C) He'd lose more than he'd gain.
E) Rochey would never have expected you to actualy help him with anything, anyway.
F) He doesn't particularly care. What would he need an Inteligence contact for, anyway?
G) As far as he's concerned, you've blown your own standing within Inteligence out of proportion, and he considers you to be a low ranking, if not outright failing, member of the organisation.
H) He doesn't like you.

Put those together with a healthy dose of arogance and the desire to annoy you simply for the sake of annoying you, and you'll quickly see that he's not achieving anything, while losing a lot.
Also, he knew you were planning something. So he knew that stopping you from getting into the meeting would throw a spanner in the works for you.
