Oh geez...well I don't think you need a test to cut a simple roll of cloth that can be tied over your nose and mouth. If you want to try to fashion something more complicated it's going to be an agility test. As for pissing on command, will power +30, he's probably been out long enough to have something in the bladder. Then a corouse test to actually stand wrapping a cloth soaked in piss around his face.

You can test dodge with +10 to jump aside, or WS -10 to blast it from the air, for the odd angle and moving target.
