Hey, that made me think. Was the staff of ten forward ALL civilians? I know Guinan was there, on her own to run the lounge (whatever sense that made), but the occasional servers, do you think they were also special "contractors"? Or just somebody's family member staying busy?

Well when I said "Independent Contractors," I was using it somewhat ironically. I understand the idea of a paying contract, etc. would be silly, what with this pseudo-spacecommunism. I was thinking more like "Hey, your wife serves aboard. Want to come with her and run the gymnasium?"

Then why would Guinan choose to come aboard Enterprise? Running a lounge on a starship, even the fleets flagship isn't really a very good job. Especiall when the ship gets into some crisis or other every week.

Because she remembered Picard from 19th Century San Francisco and thought a job on the Enterprise might be interesting? Remember, she was rescued by an Enterprise.

That's true, but I think Picard knew Guinan from before her joining his ship. He's described their relationship as going beyond friendship, love, all that mushy stuff.

I always imagined that they'd met before Picard was on Enterprise, and Guinan already knew him, but didn't mention anything about the 19th century. Dunno if they did the deed, but I doubt it.

The 19th century was a reference to the TNG two-parter "Time's Arrow." And there was definitely some backstory between Picard and guinan, but I never got the impression that it was romantic.

I always assumed that they were very close friends, and perhaps Guinan had sorta...counseled picard or visa versa

Love is the only reason that makes sense to me why someone would chose to live, alone, aboard a starship with space exploration NOT being your calling, just to run a lounge. That was ONE clue that perhaps their was some romance in the story.
