Yeah well, thats your own fault. The Klingon Empire has been doing just fine for the last thousand years without them. We plan to stay that way.

An elected leader given ultimate control for a set term with preset goals from a senate. Cuts through the redtape really. The KE isn't that far from that kind of a government. Minus our election is normally in the form of short civil wars.

Except if you have a supreme leader what forces them to listen to the 'senate/panel of advisers' and why would they allow themselves to be voted out...as supreme rulers they could simply modify the laws so they stay in power forever.

A, the Emperor or whoever runs things in place of him has only the Direct power of his House.
B, the Advisors that make up the High Council are the leaders of the other top Houses. Each with similar power to the leader.
C, there's the KDF which is the combined might of all the Houses. Commanded by the High General who decides the value of each House and their alotment of ships in the case of a civil war. If you have fifty, then for the purpose of the civil war you have five... etc... Mostly meant so that while things still show the power levels between houses, it just doesn't cripple the Empire.
D, laws aren't passed by the High Council but they the legal services which are outside the control of the High Council.
E, if a leader in the KE fails to do their job, they can be removed by vote or killed in a challenge.
