Was he in Spaceballs? Brooks makes appearances in many of his films, but he also produces and directs (and often writes) for them. Spaceballs, BTW, is as funny as watching paint dry compared to the titles I mentioned.

Brooks was President Skroob and Yogurt in Spaceballs. I personally thought it was a great movie. So? They have a faction which they know to be hostile gathering strength inside their own borders. The Federation may be passive, but we've seen that they're willing to engage in conflicts. A bunch of rowdy peasants with a handful of guns and a poorly maintained ship, likely with no armament, would be anhialated by even the smallest Starfleet ships. It takes virtualy no resources, is virtualy risk free, and takes out a possible threat. With these considerations, it's quite likely the Feds would launch an attack to take them down.The UFP isn't the most aggresive force.
Also, they would already be in a state of war with the Ba'ku, as they attacked Starfleet personel and (somehow) siezed a ship. So they have every reason to knock them out.
Also, this is ignoring the fact that none of this would even need to be considered. There's no concievable way the SpAmish are going to sieze anything more than a worthless transport ship, likely with heavy casualties to them.
