Ok. I'm insisting on something. We have a neutrel space station run to facilitate peace and trade. We have diplomats, intrigues, and even aliens in encounter suits.

Essentially everyone gets back what they put in unless someone bring in more than 50% of the total trade.
If you ship out 7 million then you get 7 million back.
The apportionment would only change if someone provides more than 50% because then they would be hauling their own crap to the station and back to get a match. If someone chooses to do that they could get still send extra exports there but they would not get matching imports in return. Whatever of theirs cannot be matched gets divided up among the other powers trading there.
