I belive the willow he is refering to is the Salix caprea or Salix discolor verietys of willow trees. Both are known by the alternative name of Pussy Willows.

Well depending on how warm the conditions can be it might work. We have no knowledge on actual Breen physioligy and according to Weyoun their homeworld is temperate.
