If the Federation in general acted like Kirk, I wouldn't be surprised if they passed the interstellar equivalent of a hundred-foot wide sign saying "You are now entering Gorn space. Trespassers will be shot." It happened in "The Corbomite Manoeuvre" and "Spectre of the Gun" - fortunately the locals turned out to be (relatively) peaceful on both occassions.

Just because you can eat something doesnt mean you will. Kirk could have eaten the Gorn to technically.
