One thing I don't understand is why the "merchant" races are militarily weak. You'd think with their finances, they'd be able to field quite an effective war.

The merchant races are weak by choice. In Alpha the Tueri are weak mostly because they were backward tech wise when they showed up as a evening out measure for their unnavigable homeland. They are catching up though. The Ferengi are weak only when they don't build ships. They have the capability to put a large navy in the field quickly, excepting the fact they just sold it for an OBSCENE profit.

Pretty much, money is their power but like Athens of old. They have to want to spend it on weapons or on toys.
