This one I kind of blogged on the Lakota topic so here is a spot for it all its own. No red tape, be realistic but still try to have some fun with it!

I have two fleets i would love but first things first, the one i was (crying like a little baby who just got their candypop taken away and then slapped with it) upset about.
Starfleet - You all saw this coming, so just take a deep breath.
Scrap the fleet of all but the following -
Akira - refit for quantum tpd.
Defiant - Just good the way she is.
Excelsior - Not building new ones, just lakota refit on whats left.
Galaxy - No more building but upgrade to the Dreadnought model.
Intrepid - lakota style up grade.
Nebula - Had a refit, good but its not the lakota, but it will be!
New Orleans - Not great but a good scout ship. Can and will be upgraded with quantum tpd!
Saber - Not bad for a hit and run ship.
Sovereign - Just awsome! but i would put that super heavy phaser on her.
Steamrunner - Its a good picket ship.

Well keldon just arn't that much better, the cardi's need to upgrade all of their galors to keldon class, that would be a good start. DITL has the galors combat rating at 347 and the keldon which lets face it is just an upgraded model of galor at 510. They have 337 keldons and galors left, they should work on the upgrading as they are in no shape to work on new designs. I would like to see a battleship from them, something that hits the 1000 rating mark. If they spend any time or resource on new designs then it should be a battlecruiser or battleship caliber.

I'd scrap most of Starfleet.
Set up a seperate department for dealing with civilian and science matters.
Any effective warships (Defiant class, Akira class, etc) will have any non esentials stripped out and replaced with combat systems.
Ships like the Galaxy class will be phased out completely.
All ships will undergo major refits to make them as effective as possible.
Downsize the ships as much as possible, they don't need to be that big.
Fire Starfleets current design team.
Make as many Defiants as possible, those things are damned effective.
Create a dedicated ground force with AFVs. heavy weapons, air support etc.
Give Section 31 more funding and free reign to make whatever weapons they can to defend the Federation.
Build a stockpile of Genesis Devices. They're useless as terraformers, but they make great planet killers!
Begin research on the phase cloak again. What are the romulans going to do? Invade?
Get rid of the damn civilians!
Basically, make Starfleet into a competant military.

Agreed, starfleet need to go back to its roots, WAR!
But i'd keep the galaxy around because the ones that are left can be made into that dreadnought model, so hot!

Alright Alright, i love this but back to the upgrades!
We know starfleet can do it, with the klingons and cardis joining the UFP we are going to have some good fighters being added onto the best tech. Now we have to build up the allies so we can kill the romulans off. Think of upgrades for the klingons and cardis! Since they are going to be the first wave in they need some of our help, muahahahahaha

I would say the Federation and the Klingon Empire (IN THE SHOW) have nicely balanced fleets.
If you play something like Armada II... every fleet is balanced in some way, since they add bunches of new ships for all the in-between roles.
The Romulans have finally added something between the D'Deridex Warbird and those little shuttles... Norxan/Valdore... lovely ships. I still they they need a more varied fleet, as do the Cardassians. Galor, Hideki and Keldon... hmmm not bad... same with the Dominion. Attacker ship, battleship and dreadnought... not very varied.

The Dark Side is a pathway to many abilities some would consider unnatural.

I would keep the starfleet models the way they are. I would change the insiders though. Not more of the stupid exploding consoles and warp cores.
Defiant would be made to about 200 meters long and powers right.
Galaxy would be fleshed out as an explorer more and build more of them. Great explorers if nothing else.
Promethius is a great boarder patrol craft.
Akiras on boarders to and hot spots.
Massive run of Nebula class. This is one time when a jack of all trades is a good thing.
Intrepids make fantastic scouts. Dont change a thing.
Nova. GREAT design a few hundred or more of these ships to do all th mapping and observations which would be to trivial to waste a Galaxy on.
Soverign. Make a bit bigger and powered up. This is one time when I do agree most of the luxeries should be stripped. Smaller quarters just 2 holodecks for training and simulations. Stripped back labs. More weapons. All quantums and maybe a few of the phase canons on moveable turrets.
Make the Romulans to scared to cross the nutral zone.

What does defeat mean to you?
Nothing it will never come. Death before defeat. I don’t bend or break. I end, if I meet a foe capable of it. Victory is in forcing the opponent to back down. I do not. There is no defeat.

Hmmmm it would seem most people here would probably favor getting rid of that silly =^= shape and replacing it with something cool. An emblem with the earth and a sword maybe?
Anyway I would keep a lot of the science and exploration stuff strong. And the two go hand in hand considering all the freaky stuff out there that could prove useful.
I don't think that it would be so efficiant to completly split starfleet into military and civilian departments. The reason being that fielding "civilian" exploration vessels would probably just result in losing a lot of ships. Your explorers and out-of-inner-territory science vessels have to be able to fend for themselves.
You could, I suppose, crank out a lot more pure military vessels like the defiant, but then you're losing out on a lot of exploring and discovering that you could be doing instead. And one successful first contact could add a whole system to the federation. Which means more ships and personell down the line.
As an example for you RTSers consider what's the best move in a big multiplayer game on a huge map when the other guys are beating on each other, but not you at the moment. Sitting in your base and building up military units with the limited infrasturcture and resources you have there, or fanning out , claiming more resources, and setting up more bases and infrastructure?
Also note that at the moment the Rommies are sort of our allies. At the least we could count on them to join the fight against the borg. And since they're kinda between earth and the borg, expect them to take the worst of it.
