What is everyone's rank?
I do of course remember that everyone started off with the ranks from the forum... But as people have made more posts (which couldn't really be more indepandant of your actual contribution to the RP) they have increased in rank - both on the forum and in the RP. Personally, I think these need clearing up - Hewer started off as an Ensign, for example, and is now a Lieutenant Junior Grade after I (as Thorin) progressed a rank on the forum. Others, have seemingly moved up with their first few ranks, though.
Teaos, as this is your RP, I think you should give everyone definitive ranks for story purposes, which shouldn't reflect your posting rate on the forum. I'd say that everyone who is a department head should be a full Lieutenant, with perhaps the Operations head (Mikey) been a Lieutenant Commander, and retcon any mentions of the ranks. It's just getting a bit absurd with people been given 'promotions' in the story at completely arbitrary and irrelevant points, and just not been possible to happen in that timeframe, especially as its based off your posting rate that is independant of the RP.

Not in this case. In this case, you will defer to someone who's had more experience, more training and is better suited to doing that job than you.Wouldn't the higher ranking officer take command of that department rather then take a reduction in rank?
Also, you will be appointed by the crew for whatever job you're doing. They're not going to let you take over the entire department just because you have a higher rank. They'd reduce your rank instead.

Rochey - Commander
Teaos - Commander
Mikey -Lt Commander
M'Real - Lt Commander
Munro - Lieutenant
Hewer - Lieutenant (if he wasn't a lieutenant for whatever reason, let's bump him up. It doesn't make sense to have a low-ranking officer in charge of such an important department)
Darrel - Ensign

Oh, I remember that someone said a bit ago that when someone had been promoted on the forum that we should incorporate that into the RP. Might have been Mikey or Seafort.
I was just really wondering that, how Blackstar is complaining about a reduction in rank, how he got to Lieutenant Commander in the first place, when he started off at Lieutenant JG...

New character. Blackstar the character was a Lt JG. When shi fled the ship, a new character, M'Real, was created who had Lt Cmdr rank. Shi originaly wanted full Cmdr status, but we knocked that down, along with placing hir outside the chain of command.

However, the problem is that you're trying to force someone who wasn't part of our crew seamlessly into the crew. That simply isn't going to happen. If you'd worked your way up through the ranks then there'd be no problem, as your progress would simply have been halted when you got to the rank of your direct superior. In this case, you're trying to bring in someone whose rank is simply too high to be intergrated properly.
The only department I can think of that isn't controled by a senior officer is Helm, which is headed by an ensign. Any other departments would require a rank reduction.

But anyway, being in charge of the shuttle bay wouldn't give you much to do... Tactical controls the fighters, and operations controls the shuttles. Unless you joined tactical or operations you couldn't really do too much.
Considering you're a member of Starfleet intelligence, though, I'd be surprised if you, as M'Real, could even join a ship's chain of command on a whim. Let alone displace current department heads. You only came aboard to investigate some deaths.
I'd suggest creating a new character - M'Real is too limited. Taking over Seafort's position is your best bet, in my opinion. The only other options are joining a current department, or staying as you are now - out of the chain of command.

As long as you actualy followed their orders it'd be fine. The problem lies with the fact that you are of higher rank than those that should be your superiors. That is where the conflict comes from.

It still won't work - besides the fact that both aspects (fighters and shuttles) are already under a command and you won't be able to do control them as you wish - your backstory doesn't work. You've come from SF command to investigate deaths. Just how can you go from that to taking over shuttle operations underneath both someone of your rank and of lower rank...

As I said, I could use a flight deck officer; however, even with our equivalent ranks, I would still "outrank" you as head of ops - not that I care to pull rank except as necessary to have things accomplished...
That said, actual orders for deployment, etc., would come from the dept. heads (Thorin or I,) and even then probably filtered through us from Rochey or the captain in most cases.

Well, she is a former pilot and would understand the workings of the shuttle bay better then Mikey, and whoever is at tacticle.
