I'd advise talking to him and trying to convince him that it's a good idea. Even if you can't get him to agree with you, and go over his head to the Captain anyway, he'll still recognise that you did at least inform him of what you were doing, which is something.
Oh, and someone really should finish the whole prisoner escape.

I know I'll get shot down for this, but can someone sum up what's happened since I left the RP? I will read it all eventually, but it takes nearly an hour to read each page...
There is no need to read everything. I was missing for like 10 pages and just speed read everything.
* An away team went to the planet to find the missing people
* everything went mental, blackstar went rouge.
* we got the people back, blackstar left, got a few new people.
* We discovered a ship trying to provoke a war between Federation and Tholians. Have maybe 30 prisoners, just had a prison break and we are now rounding them up.

You left just as we started the away mission, right? This is all from memory, so the details may not be perfect, but it's aproximately what happened. Basicaly, things went from one level of FUBAR to the next on a constant basis.
-We landed on the planet.
-Blackstar reveals shi had a contact on the planet that shi failed to inform us about. The other officers get understandably pissed about hir not telling them.
-Blackstar then began telling hir contact all about our top-secret mission, further annoying the officers to the point where Rochey ordered Mikey to shut hir contact up permanantly.
-Blackstar convinced Mikey that hir contact was no threat and would keep quiet, so he lived.
-Blackstar's contact hands hir the keys to a shuttle he owed hir from a while back.
-Mikey, Munro, and the expendable redshirts went into the slaver camp to look for any prisoners of Federation crews.
-Blackstar, meanwhile, finds an abondoned Caitian infant and adopts it as hir own.
-Rochey is not pleased by this as the child will be a major burden on a mission that is of high importance, and orders hir to get rid of it by handing it in to the planetary authorities. Shi refuses.
-Further arguments between Rochey and Blackstar leads to serious tensions arising, particularly when shi refuses to follow several direct orders. Mikey leaves Munro in charge of the investigation of the slaver camp and returns to the shuttle to calm things down.
-Guards at the camp don't believe Munro is a slave trader as he claims, or that the redshirts are his prisoners. To 'prove' who he is, Munro shoots and kills one of the redshirts.
-Munro finds several Federation prisoners at the camp, and returns to the shuttle to inform the other officers.
-During the night, an ex-Romulan operative, Talora, finds us and teams up with us. She developes a close bond with Blackstar and the Caitian infant.
-Blackstar sends an off-world message to the Federation to get hirself recognised as the official parent of the infant, despite Rochey's strict orders that there must be complete radio silence lest a transmission be intercepted.
-Rochey, rather irritated at Blackstar's constant refusal to follow his orders due to hir child, prepares a plan to get rid of the kid once and for all.
-Mikey, Munro and all but two of the redshirts go back into the slaver camp to buy the Federation prisoners at a slave auction.
-Rochey puts his plan into action, pretending to realise that he was wrong to tell Blackstar to get rid of the child, and gives hir a mission to scout out the area a good distance away for a non-existant base.
-Blackstar leaves the child in the care of Talora, and goes on hir fake mission.
-Rochey, acompanied by the two redshirts he kept behind, force Talora to hand over the child.
-Rochey orders the two redshirts to bring the child to the planetary authorities to be handed into their care. Talora sends Blackstar a warning of what's going on and, realising hir mission's fake, shi calls hir shuttle and tracks down the two redshirts.
-Shi siezes the child once again, and goes after Rochey for revenge. A heated argument between the two of them back at the shuttle leads to a fight. Rochey briefly gains the upper hand, but is ultimately forced to retreat to the shuttle when his enviromental suit is breached. He powers up weapons and engines and prepares to kill Blackstar.
-Talora, flying her own shuttle, shoots down Rochey's ship, destroying it and the away team's way off the planet.
-Meanwhile, a fight breaks out in the slaver camp and Mikey, Munro, the Redshirts and the prisoners aquire a Xindi shuttle and attempt to escape the planet. However, two of the redshirts are captured.
-At Mikey's request, Blackstar saves Rochey's life by towing the stricken shuttle back to the Daystrom.
-The moment he's back aboard the ship and is no longer reliant on hir to live, Rochey orders Blackstar thrown in the brig on a massive amount of charges.
-Blackstar resists arrest and escapes the Daystrom in hir shuttle. In an attempt to set things right, shi tracks down the two captured redshirts to rescue them, but only succeeds in getting hirself captured.
-Rochey suggests leaving hir and the two redshirts there to rot, but is overruled by the Captain, who orders a rescue attempt launched.
-Mikey takes the Xindi shuttle and a team to go rescue them. Meanwhile Rochey orders Munro, who by now has become his right-hand man, to prepare some strong gas to stun Blackstar the moment shi sets foot back on the Daystrom so shi can be arrested.
-Mikey rescues Blackstar, and they then realise that Rochey has a trap planned for hir. They hatch a plan to allow Blackstar to escape the ship.
-Blackstar returns to the ship, and is stunned by the gas as planned. However, shi fakes hir death, supposedly because the amount of gas Munro set up was too strong, and is fired out of the ship in one of those torpedoes.
-Talora picks Blackstar up in a shuttle, and the two of them flee the ship, leaving Rochey and Munro thinking that shi's dead. Mikey's the only senior officer who knows the truth.
-Inconsequential stuff happens.
-Lieutenant Commander M'Real (played by ChakatBlackstar) is sent by a Federation inteligence agencey to investigate just what the hell's going on on the Daystrom, supposedly because they're concerned about the amount of deaths the ship's suffered. (by this point we'd lost 2 security chiefs to an accident and an intruder, had one ensign shot by his superior officer, and had our helmsman killed by the ship's XO)
-M'Real interogates the officers over the events on the away mission. She developes a dislike of Munro, for whatever reason.
-She attempts to interogate Rochey on numerous occasions, but he consitantly manages to dodge her or find a way out of their apointments. A warning from Munro after his interogation leads Rochey to believe that M'Real is aiming to take him down. To this date, Rochey has not been questioned by M'Real.
-M'Real sends a transmission from the ship to Blackstar, who she knows is not dead (reasons will be revelealed a bit further down).
-Someone on the bridge detects the transmission, and Mikey goes down to investigate. He reveals to M'Real that he knows Blackstar is not dead. Official, M'Real claims that she was just testing the crew's reaction to a security breach. Rochey is not pleased by this reason, and gets the ship's senior communications officer (an NPC whose name I've forgotten) on his side by bribing him with a promotion. He orders the new Lieutenant to secretly send him transcripts of every transmission M'Real sends off-ship.
-Rochey gets communications access throughout the whole ship restricted while the Captain is asleep. Access to the comms is now only possible by gaining permission from officers Rochey personaly selected (the Captain, himself, Mikey, Munro, and the Comms officer guy).
-Despite knowing of these new protocols, M'Real sends a transmission, supposedly to her mother. Rochey doesn't buy this for a second, and orders the encrypted message to be decoded.
-A staff meeting is aranged between the Captain and the senior officers about the new comms arangements.
-M'Real plans to score point with the Captain by proposing the new security arangements before Rochey can, making it look like her plan all along and allowing her to apoint comms access to whoever she wants. First, however, she needs to get access to the meeting itself.
-M'Real aproaches Rochey and attempts to assure him that she's not after him. She offers to give him the encryption code to the message she sent and allowing him access to her contacts in return for being allowed to attend the staff meeting.
-Rochey refuses. He realises that the message she sent can't be important if she's offering to let him see it, and his opinion of her is so low that he doubts she has any contacts at all. He insults her, calling her pathetic and a failure, and bars her from the meeting.
-The comments hit M'Real hard, and she gets quite depressed as she thinks she is a failure due to her inability to so much as schedule a meeting with the ship's XO. She goes on a 'do or die' mission in the holodeck, by running the Kobiyashi Maru program (which she doesn't realise is rigged) with the safeties off.
-Mikey finds out what she's done, and saves her life. He offers to allow her access to the comms.
-Staff meeting, and Rochey's proposals are implemented. Access to the comms is now only possible by gaining permission from the Captain, Rochey, Mikey, Munro and the Comms Officer Guy.
-After the meeting, Rochey privately speaks to the Captain. He informs the Captain of M'Real's screwing with the security system, her refusal to adhere to shipboard protocol, and claims that she has been harrasing him. He requests that her access to the ship be limited, and that she be put under surveilance.
-The Captain refuses, but agrees to speak with M'Real. It is revealed that Blackstar is M'Real's sister by adoption, and that her mother (also by adoption) is Admiral Dougherty, the one who sent her here. Rochey is unaware of this, which is probably a good thing.
-M'Real suggests that Munro be arrested and placed on trial for shooting that redshirt during the away mission.
-Before any decision can be made, a trio of Tholian Cruisers acost the Daystrom, accusing them of attacking civilian shipping in the region. The Tholians are about to attack when another ship is detected nearby. It is cloaked, and revealed to be the one that was attacking the shipping in the area. The ship is wrecked by the Tholians, but the Daystrom manages to beam survivors aboard.
-Due to the ship's brig overflowing with prisoners, a cargo bay is ordered to be turned into a makeshift prison.
-Rochey grabs a Caitian prisoner, and orders Munro to torture him for information. Munro does so, and they find out about a hidden base nearby that the Caitian pirates were operating out of.
-The prisoners take advantage of their numbers and attempt a prison break. Many of them are stunned before they can do anything to escape, but several manage to escape into the ship itself.
-Teaos initiates a ship-wide lockdown to prevent the Caitians from gaining access to the bridge, main engineering, or the shuttle bays.
That's pretty much it. As of now, there're still a few Caitians left around the ship, though I can't remember where all of them are. Rochey's currently pursuing two of them that gained access to Main Engineering, and that's all I remember.
