Id say in any kind of capacity, Data MUST be able to, if he is orderd to fire the ship's weapons, or even a hand phaser, disobeying a direct order is a pretty serious offense in Starfleet. Imagine a time of war and Data refuses because morally its against his programming...

The laws of motion puts a limit on just how hard he could hit.
But an interesting question is does the guy who press' the button to fire the weapons "kill" them? Or is it everyone in the ship combined?

I'd say the guy who presses the big red button is responsible. But there'd be other people respobsible, such as his superiors who ordered the attack. I suppose you could say that everyone on the ship is culpable to some extent.

Yeah the laws of motion/physics and so on DO limit it his speed and so on, but like I said, if a normal person can using a simple backfooted kicking technique, apply 1000lbs of force and impact at 28mph, which is more than enough to cause severe internal damage if not be lethal, just how much damage do we think data could do?
We know he could kill in Defense of his life, fair enough. But lets say for some reason/circumstance, he's ordered to kill someone and he himself or the starship he may or may not be on is not directly threatened by this person. What do we think?
