The Mythbusters tried a variation on that with a fire extinguisher in place of the water cannon. It didn't end well for the fire extinguisher, even after Adam created a super powerful modified Mythbusters edition fire extinguisher. These are no little gas lighters, a military flamethrower is one badass piece of kit.

Plus it helps if the firehose operator doesn't move the water out of the path of the flamethrower. Then again, that is with the benefit if sidesight, and the firehose operator couldn't see beyond the water.
