I think there is a limit the the complexity of stuff a replicator on a starship can make. Only "Industrial" replicators might be capable of making complex stuff.

There's a long list of stuff the replicators can't produce, mostly involving biological stuff such as vaccines, but there have also been examples of equipment being manufactured rather than replicated. Overall the things are pretty limited in what they can produce.
