Well we are talking about five powers fighting it out in a much shorter timeframe. Maybe they factored in the use of more powerful weapons being used before the Allies finally surrender. Planet cracking weapons or something.

That or they could have also considered the maximum loss of life due to an expected Dominion take over of the entire Alpha Quadrant. There are a lot of "ifs" for the issue.
