Certainly could be, but to my layman's ears it just never sounded like they were talking about power specifically, rather than field density or field strength.

Unfortunately, due to the nature of the subject, we cannot say for sure. With the information we have, we can only debate the in-universe qualities of things from an in-universe perspective. Sure, we can speculate based on the statement and how things work in The Real World that field strength is power per unit of area, but we are not discussion how Trek concepts work in The Real World. We are discussing Trek concepts within the Trek-Universe, which while close to the Real World (in some ways) is not the real world.

We cannot say what something "surely" is unless the statement can be substantiated by what we can find in-universe. We can say it "might mean" or it "could mean," but without something on screen, it remains pure speculation.

In the real world, field strength is simply to numerical value of the vector (or tensor, or scalar) of the metric of a field. In the 'Trek-verse, "field strength" or whatever they refer to by "twelfth power" could possibly be the number of magic unicorns per unit area.
