The Klingon Empire wishes to offer 472 Vor'cha class and 470 Kel'Var class starships for sale to interested parties. They are not the latest generation of technology so they shall be sold cheaply. However, we have the right to pick and choose who we sell too.
The offer is NOT open to the Talarian and Tzenkethi governments, at least not until their "conflict" with the union is resolved!

The Cardassian Union and United Federation of Planets have worked together to bring a close to an unnecessary and now very destructive conflict begun by the Talarian attack on Tzenkethi space and quickly escalated by the irresponsible sale of large amounts of high grade weapons to the Tzenkethi by the Tholian Empire.
This conflict has caused the death of billions of lives on both sides, along with considerable damage within the Union who attempted to bring order to the situation. Our two governments have cooperated to end the actions of the former Tzenkethi government in as quick and peaceful manner as possible.
We now call upon the Talarian government to accept a status quo ante bellum peace with all parties invovled that will restore all territory held before the war to its previous owners and to agree to the following reparations structure.
1. The Tzenkethi will pay to the Talarian Government 6 million credits in compensation for the strike against civilians. This will be paid over the course of 20-years.
2. The Talarians will pay to the Tzenkethi protectorate a sum of 2 million credits, which will be used for rebuilding of civlian infrastructure only, for its actions against civilians and the kidnappings it engaged in. This will be paid over the course of 20-years.
If the Talarian government does not agree to these measure the Cardassian Union and the United Federation of Planets will close all their boarders with the Talarian government as well as take joint action to close the neutral space between our two boarders that would allow access to Talarian space and the procurment of outside armament.

First it would behoove the Tholian Ambassador to possibly read who was making the statement as both the Cardassian Union and the Federation attached their names to it. I think the rest of the region knows that if our two powers are agreeing on something than it is not likely a simply matter of any lauded principals. Believe us that we would not presume to make statements for the Union without first consulting them.
Secondly we never accused you of selling them in any manner that was not above board. However the sale was still irresponsible. You essentially handed one side the tools to attempt to commit genocide against the other and then to launch a strike against a major power in the region that could have destabilized a major international boarder.

We sold them fifty ships. For a nation their size that was a number that could be maintained and would help to provide for their defense. You sold them over two thousand ships, more than they could ever possibly hope to maintain or manage. They did the only thing they could do with them, lash out immediately and billions of Talarians died as a result then tens of thousands of Cardassians died stopping them. The sale may have been above board but it was insane.

The Tholian Empire is sailing very close to the line of being intolerable in this most recent action. First, you irresponsibly sold 2000 relatively modern warships to a power that could never hope to support them, let alone be trusted to act responsibly with such a sizable armada. While we agree to some extent that trade is a private matter, when it is as idiotic and foolish as yours AND it affects multiple nations on the political stage, it is utterly intolerable.
And now an utterly unacceptable, unwarranted invasion of a power virtually defenceless. The Yridians, while long navigating very deeply in the grey areas of morality when it comes to information and espionage matters, are a civil people at the very least. They have done nothing to warrant this invasion.
The Empire will be watching. Do not overstep your borders in some foolish move or you will suffer. The Empire has seen better days, but we are a force to be reckoned with still.

We must agree with the Empire on this matter. It seems that at the very least the Tholian government owes the international community some level of explaination for their actions. We cannot look lightly upon military action against a state that shares a border with two of ours allies.

The Federation is withholding an opinion for the moment to resolve two pressing issues.
1. We wish to hear from the Yridian Government directly and believe they should make a public statement for all to digest, in fact we are baffled that this has not occured at this point.
2. We are unable to commuincate with our Embassy in Yridian space. The Tzenkethi government informs us they also are unable to make contact with their officials there. As this is sovereign Federation soil by both law and custom and as there are a number of Federation officials and staff located there it is essential that such communication be restored.
We have reason to believe this interference is part of a deliberate ploy to deny communications to the Yridian government and keep the region in the dark about what is going on there and we call for an end to such interference in the operation of lawful embassies. We suspect that other governments are having the same issue and we would not be shocked in the slightest if issue 1 is resolved as soon as issue number 2 is resolved.
We issue a formal demand to either the Yridian Government if they are blocking communication or to any other power doing the same. Cease such activity immediatley and allow us to contact our people. If they are imperiled by the ongoing war then we will make the necessary plans to evacuate our people from the area.

ANY AND ALL DELEGATES OF FOREIGN GOVERNMENTS ARE WELCOME TO LEAVE AS THEY WISH. THE THOLIAN EMPIRE WILL PERSONALLY RETRIEVE THEM AND DELIEVER THEM SAFELY BACK INTO THE HANDS OF THEIR GOVERNMENT.

We are curious how they did get a hold of such weapons. They are traders, and rarely build things of their own. And the sale of weapons of mass destruction has always been a rather worrying area for this administration.
No trees were killed in transmission of this message. However, some electrons were mildly inconvenienced.

If these allegations are true, they imply a disturbing truth: The trade and black market sale of Weapons of Mass Destruction is indeed alive and well. If no nation will admit to selling or giving this weapon to the Yrridians and the Yrridians do in fact have a weapon, it brings to light an illicit and evidently unchecked weapons trade.
If these allegations are untrue, they demonstrate a disturbing truth of the Tholians: That they are willing to make up excuses to provide justification for unchecked military expansion. We would hope that our friends the Tholians would stoop to that level. We are inclined to take the Tholians at their word, but as a human once noted: Extraordinary claims require extraordinary evidence.
