Maybe it means that they currently have trade to give but are recieving nothing for it an thus would like to be a part of the endeavor to 'wet their mouth' so to speak.

Alot of that info is really dry, and I honestly don't have much interest in a chunk of it. As its not a required part of gameplay, can I just send you what I've got?
