We appreciate the Cardassian offer; given the current situation, we propose that all interspecies issues be disregarded to allow passage of the ten ships per race mentioned.

Ten ships is acceptable to us, and its always nice to have a safe harbor to retreat if things go awry, we've learned.

The Vanguard Flotilla will send 10 ships as required, if they are permitted to transit Federation or Breen/Cardassian space.

The Sheliaks ships would be of little use, however we would like to send one of our renowned scientists on a personal craft along with staff, it is a scientific vessel with no weapons so we would also like to send in two of our battleships as escorts. If this is acceptable to those powers we may travel through.

We would also like to say that we have around 140,000 units of trade. If anyone wishes to trade with us we would be more than happy to accept is. If anyone is interested in taking up trade with us, please contact us via private channels.

The Turei Vanguard Flotilla, starting work this year, is beginning a 6 year project for a medium cruiser at around 2000KT with a Combat rating around 15,000CR which will take around 5-6 years to complete. We are looking for prospective buyers of the new "Prophecy" class cruiser and anyone who is looking for more detailed specification on this vessel should contact the flotilla directly.

As the Cardassians, Breen, Teuri, Sheliak sending ships in to investigate the Federation would ask that all ships meet at the Dorzan System near former KFI space. This facility can serve as a base of operations for our investigation.

Assuming this is agreed upon, I would like to get a consensus for our first action to investigate these events.

The Vanguard Flotilla will agree. We will transmit a list of ships, and their designations to the Federation so they are cleared for entry.

Our Joint Council of Legates believes we should fan out, and drive as close to the existing Ferengi systems as we can, for maximum data. We believe our forces should be mixed, including cloak capable ships in each expiditionary force, as well as nothing with a speed below warp 9.8

5 task groups with 2 ships from each race, or 10 task groups with 1 ship from each race would be capable of doing so quickly without drawing attention.

The Confederacy would be willing to purposely attract attention with our forces in order to draw them away from the rest of the fleet. Whatever enemy is present can be drawn away from the majority of the fleet whilst they investigate the systems formerly occupied by the FKI.

That might be wise. Our ships are small, destroyer sized; larger ships would be of use to act as a decoy.

After listening to discussion on the subject I would like to suggest the following course of action. The Federation has a single Command Group located at Dorzan for security reasons.

I suggest that we do the following:

We split into 5 sub-groups with 2 ships from each power in each group, as well as an accompaniment from the stationed Command Group. We will then split off and move around former KFI space, and enter from 5 different angles.

I suggest that the Cardassian and Teuri ships cloak, as will my own, I thank the Breen for their generous offer to act as, what we would call, genuine pigs.

We will probe this new power. any compromised team will report back to Dorzan to await the other teams.

For one team specifically I will keep the accompaniment in the space, while the Breen fall back after being engaged, I believe this power will believe they have chased us off, and my ships will be able to probe deeper. Any cloak capable ships are welcome to remain with them.

If no one has any objections this I propose this be implemented this year.

We agree with the Federation's plan on this matter, and we accept our Klingon allies' generous offer. We will remove the cloaking devices from those ships involved after the mission.
