The refugees most likely came from Klingon controlled space not the Protectorate.
In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

It depends on the detail you want to take to it. Honestly, all but four Romulan systems to the far north were under Imperial control.

I have Klingon, Federation and Breen turns. Don't believe I have anyone else at this point.
