Due to the Romulan remnant's refusal to accept reasonable terms of surrender, and the resulting destruction of a Coalition fleet, the Breen Confederacy will be sending a nearby patrol fleet into the area to search for survivors. As the region is Coalition space, and this is an internal matter, we request that other powers refrain from sending their own search and rescue missions at this time.

This is not Coalition space, it is Romulan space. And we are still negotiating.

By the time your ships get there, nothing will be left. We already have a fleet picking up all survivors, and any Klingons will be returned on a freighter.

The freighter will not be necessary, as our ships will transfer our allies to the nearest Coalition-held world. This territory has already been annexed. Until such time as your negotiations with the Klingon Empire are concluded, this territory is and will remain Coalition space.

The Turei would be willing to send our flagship Virtuous Tempest and her escort fleet to search the area for survivors if requested.

Our ships will arrive much earlier than any others. However, we will not stop any other vessels that are sent to the area as long as they go straight there. This is now a medical matter, not a military one. If other powers do find survivors, we would request a trade as soon as possible. Otherwise, any Klingons will be sent to Turei space on a guarded freighter.

Our ships are equipped with extensive medical facilities, and will adjust their IFF readings to register as Hospital vessels. However, they will be armed.

This is of course, if all powers agree.

Actually, Cardassia objects to disguising armed vessles as hospital ships, and sending them into a battlezone. This blatently flouts all current conventions of war.
They say that in the Army,

It would be foolish for them to not arm it. We cannot securely patrol all of the space between them and the battle site. There may be pirates and other unpleasantness.

Also, they are not disguising it as much as making it easy to identify. This way, we know that this particular ship is their medical aid, and not a warship coming to attack. In fact, we would prefer if all who are sending medical pickup did this, so that no mistakes occur.

This is because the vessels in use are not hospital ships, they do not exist. They are warships with the weapons deactivated unless attacked. The battlezone has ended. There are no ships left on either side capable of fighting. It has now become a death zone.

That is why escort ships were designed. We do not object to ships being sent on humanitarian missions. We simply object to an armed ship altering its transponder to read as a hospital ship, when it obviously is not.

If it will please the unions sense of semantic particularity, so be it. They will be designated warships. People can respond to them as you wish.

We do not appreciate such a gesture.

With the transponder set to mimic that of a hospital ship, we are made aware that the warship traveling through space we are fighting in is being sent for aid and not combat. We want to know the difference between an aid ship and one of active war. We do not want anyone to mistake a ship providing aid as a warship.

At the very least, can we agree to set our transponders to something that clearly identifies the vessels as aid ships?

Perhaps, we should designate them as "non-combatant warships". That way, they are clearly marked as not being part of the conflict.
